1. Open the run box by pressing the Windows Key + R and type msconfig. 2. System Configuration Utility box will open and by default you are on general tab. 3. On the General tab, click the selective startup and make sure that load system service and load startup items both have checked mark.
If that command shuts down the unit fast but the regular shutdown (using the GUI) is slow, it means the fast startup feature is not working well. For now, please try disabling the fast startup feature via Power Options to see if that helps. Press Win + R to bring up the Run dialog. Type"powercfg.cpl" and click OK.

Click on Additional power settings. Click on Choose what power buttons do. Then click on Change settings that are currently unavailable. Uncheck Fast startup.
